Description

The Network Group in IT Network & Systems Services supports the telecommunications transport systems (networks) and their related infrastructure components in the area of voice, video, and data/networks for all University campuses.

Under the limited direction of the Associate Director, the Manager of Network Installation & Maintenance oversees the activities of the Installation & Maintenance unit in the deployment and repair of voice, video, and data projects. The Manager directs the execution of all requests for design and modification of building infrastructure related to campus client and internal IT departmental requests and requests. These designs and modifications are part of a complex telecommunications network infrastructure consisting of data, voice, and video networks transported over optical fiber, copper, coax, and wireless communications systems supporting all University of Delaware campuses. In consultation with senior management staff, incumbent provides input into the development of budgets, long-range planning, and design criteria in support of the network infrastructure. The Manager of Network Installation & maintenance oversees a group of technical staff responsible for maintenance, developing, managing, and implementing network infrastructure projects. The incumbent also directly interacts with the Manager of Engineering, Manager of Telephone Services, service providers, vendors, and the University community to ensure successful completion of all telecommunications projects.

MAJOR RESPONSIBILITIES:

  • Manages and organizes the functions and activities of the Network Installation & Maintenance unit in the implementation of voice, video, and data projects. Oversees the daily operations of the Network Installation and Maintenance group. Develops and administers policies and procedures pertaining to the operation of the Network Installation & Maintenance group. Interfaces with technicians and engineers to ensure the proper exchange of information for efficient project implementation.
  • Supervises the Network Technicians, Miscellaneous wage, and student staff in the Installation & Maintenance  Groups. Assigns and prioritizes Network Installation & Maintenance technicians’ daily work. Provides guidance to technicians in all areas of their work but particularly when troubleshooting complex problems. Ensures that technicians are trained in the proper use and maintenance of Network Services equipment. Ensures that the technicians maintain a high level of technical skill and knowledge and are compliant with recognized telecommunications industry standards and all safety standards with respect to vehicles and equipment as set forth by industry practices, governmental regulations and University Environmental Health and Safety policy. Evaluates employee performance and provides feedback. Approves time sheets and overtime work. Assesses needs for professional growth and recommends development opportunities. Empowers and leads team to achieve objectives. Handles conflict management. Fosters a collaborative work environment. Communicates management decisions to staff, and staff concerns to management. Responsible for recruiting, selection, and training of new staff.
  • Manages network installation & maintenance projects on campus. Defines project scope and specifications and creates AutoCAD drawings for project estimates and construction. Maintains detailed project spreadsheets for project estimation and final billing. Determines the most cost effective and efficient method of completing telecommunications network infrastructure projects.  Oversees project budgets.
  • Develops long-range strategic planning for the design of telecommunications infrastructure, pathways and spaces. Develops long-range strategic plans, budgets, and design criteria to support growth and emerging technologies within the telecommunications network infrastructure.
  • Collaborates regularly with IT colleagues (Systems Programmers, Network Engineers and Network Technicians in the Maintenance group, the IT Support Center, Telephone Services, Computer Operations, and UMS), staff in key University units (Public Safety, Facilities, Grounds, Transportation), outside service providers and vendors and the University community in general, on network installation or maintenance issues.
  • Recommends and purchases tools, equipment, and supplies used in network installation and maintenance.
  • Oversees the collection and storage of information necessary to effectively and efficiently document the telecommunications network infrastructure. Maintains documentation and manages the use of  pathways and spaces.
  • Develops and administers quality assurance programs to ensure accurate documentation of the telecommunications network infrastructure.
  • Maintains an expert level of technical skill and broad awareness of technical developments within the areas of local and wide area networks, wireless technology, fiber optic transmission systems, data transmission standards, and inter/intra building wiring standards.  Keeps abreast of industry standards, recommendations, guidelines, and codes by way of documents produced by the Institute of Electrical and Electronics Engineers (IEEE), Electronic Industries Alliance (EIA)/Telecommunications Industry Association (TIA), Building Industry Consulting Service International (BICSI), and the National Electrical Code (NEC). Maintains a proficient working knowledge of Autodesk/Autocad computer-aided-design software application.
  • Establishes and maintains appropriate working relationships with colleagues and users and propagates and follows University policies and procedures governing IT efforts.
  • Perform miscellaneous job-related duties as assigned.


Requirements

  • Bachelor's degree in engineering or computer related discipline with five years of telecommunications and data network design experience, or equivalent combination of education and/or experience.
  • BICSI R.C.D.D. (Registered Communications Distribution Designer) designation
  • Expert knowledge of telephone/data/video communications.
  • Effective organizational and analytical skills.
  • Management and supervisory experience.
  • Knowledge of Project Management principles and experience with managing multiple projects.
  • Ability to function independently when given broadly defined goals and objectives.
  • Ability to move ideas from concept to implementation in a methodical and logical manner.
  • Leadership skills and innovative thinking are very desirable traits.
  • Knowledge of University policies and procedures and general accounting preferred.
  • Effective communication skills.
